In the statement of the second step of the revolution, emphasis is placed on human power and its role in achieving the goals of the revolution. In this regard, the present study was performed with the aim of designing a model for training and improving human resources with a data-based approach. Information was collected through in-depth and semi-structured interviews, which asked questions about causal, interventional, contextual conditions, effective strategies, and the consequences of training and improving human resources. Cooperation with universities and educational centers, team building, talent management, development of working relationships, promotion of entrepreneurship, learning culture, organizational culture, employee participation, performance evaluation, transparency and communication, efficiency policies, research and development, motivation and encouragement, financial support, employee empowerment, planning, career advancement, balance and diversity in employment, support for work-family balance, and facilitation of decision-making were identified as the most effective categories in the research.
