Gaining legitimacy is vital for governments. Therefore, the Pahlavi propaganda apparatus introduced ancient Iran as the backbone of its legitimacy and point of departure. Examining the dimensions and angles of the legitimizing foundations of the first Pahlavi, as well as the extent of its overlap with ancient Iran, is an important issue that has not been addressed much. This descriptive-analytical method focuses on the study of the archaic approach in the first Pahlavi government and the extent of its overlap with the legitimizing components in ancient Iran. Findings show: Pahlavi archaic ideology not only did not agree with the legitimizing principles of ancient Iran, but also opposed it and gradually led the people away from the government. The purpose of presenting such an approach was to gain political legitimacy, confront Islam and create a kind of secularization under the modernization of the country, which was not successful.
