One of the important issues in the scope of Islamic ruler`s exercising guardianship is to explain the relationship between government decrees and the primary and secondary divine ones, which has a direct effect on the scope of the Islamic ruler`s authority. However, there are many differences among thinkers in this regard. In order to achieve a correct explanation of this relationship with a descriptive-analytical method, this study has examined the nature of government decree from the perspective of jurisprudence and concluded that government decree is essentially counterpart of divine decrees and includes all primary decrees, secondary decrees and those out of the two at first and then, analyzing the orders of Imam Khomeini (ra) in this regard, it is concluded that he has carefully considered the rulings of the government from two perspectives: 1. This article considers "overcoming Mahdavi message over popularly desired culture", "presenting a favorable media model of approach to Mahdism", "engineering the global transmission of Mahdism" and "optimal management against soft media threats of Mahdism" as the most important requirements of the Islamic Revolution. The purpose of this article is to examine the "interaction" of the two important movements of this period, Ikhwan ul-Muslimin and the Islamic Movement of Iran. The hypothesis of the article is that the Islamic Movement of Iran is basically derived from Shiite political thought and fiqh, and has used the scientific works of the Ikhwan ul-Muslimin movement only to strengthen the campaign literature. The purpose of this research is to identify the concepts of visual and written signs in general Soleimani posters and to get acquainted with the effect of posters in introducing their existential values to the society and also expressing the culture of resistance and martyrdom. The research method is descriptive-analytical. The results show that the main concepts of Shahid Soleimani`s posters and billboards are values such as guardianship-basedness, resistance, eternal life and ascension, uruj, power and security. Haj Qassem Soleimani's personality traits, the grief of the people over his loss, Haj Qassem the international figure of the resistance, reaching Holy Quds and revenge are other concepts of these works.
